You can access your WHM (Web Host Manager) through your Client Portal.
Once logged in, simply click on "Services" then "My Services"
Then find the hosting account the WHM is associated with and click on the green "Active" button.
You will then see a lost of actions on the left hand side. If your account has an associated WHM a link to access the WHM will be visible.
Click on this to access the WHM dashboard. Select "List Accounts" to view and mange the cPanel accounts in your WHM.
